As pessoas estão acostumadas a relacionar Parcerias Público-Privadas com grandes obras de infra-estrutura, como estradas, aeroportos, hospitais e tantos outros segmentos onde o Estado tem dificuldades de prover as ações necessárias ao desenvolvimento do país e a melhoria da qualidade de vida do seu povo.
Mas em minha opinião as PPPs têm uma abrangência muito maior.
É toda a ação onde entes públicos, privados e a sociedade se juntam na resolução de um problema ou situação que visa à melhoria de vida numa rua, bairro, cidade ou país.
Neste mundo cada vez mais globalizado as Redes Sociais estão ganhando uma força nunca antes imaginada e são instrumentos eficazes que a sociedade dispõe de expor seus problemas e exigir soluções para os mesmos em todas as esferas, sejam públicas ou privadas.
São tão importantes que ajudam a eleger nossos representantes em todos os cargos do poder, criar mitos da noite para o dia ou destruí-los, alavancar vendas de empresas ou expor suas deficiências levando-as a corrigir o problema, são infinitas as opções de uso para essa maravilhosa forma de aglutinação de pessoas, pensamentos, idéias, necessidades para o bem da sociedade.
Falo do lado bom destas redes, elas também podem ser usadas para movimentos maléficos a sociedade, mas esse não é o foco que estou falando, estou descrevendo o lado bom que deve ser evidenciado e incentivado.
Proponho a PARCERIA PÚBLICO POPULAR (PPP), e o que seria essa forma de Parceria Público-Privada?
Seria aquela onde a sociedade civil utilizaria estas ferramentas para pressionar os entes públicos e privados a cumprirem com suas obrigações e atender de maneira rápida, eficiente e eficaz as demandas da população, sejam elas quais forem, exporem as autoridades publicamente, com twittassos, Blogassos e todos os assos disponíveis.
Exemplos desta prática estão aumentando a cada dia, em Recife nos últimos meses dois que considero relevantes em descrevê-los.
O primeiro aconteceu nas semanas de chuvas fortes em nossa cidade que virou um caos completo, a população se indignou com a situação e começou a reclamar pelo Twitter, Facebook, mostrando os problemas, ajudando uns aos ouros a encontrar os melhores caminhos e principalmente reclamando veementemente de nossa prefeitura.
Quando nossos gestores viram a coisa tomar uma enorme dimensão, começaram a trabalhar.
Estamos longe de resolvermos este s problemas de mobilidade, temo até pela época da Copa do Mundo, mas já foi um aviso da sociedade que não ficará mais calada.
Outro importante fato foi à campanha lançada “Salvem o Recife Antigo” que mobilizou milhares de pessoas nas redes sociais contra o descaso da Prefeitura nos últimos 10 anos para com esse bairro tão importante, economicamente, turisticamente, historicamente e culturalmente falando.
O grito foi ouvido e a Prefeitura esta começando um tímida ação para melhoria do mesmo.
São muitas as utilidades deste tipo de PPP, só temos que incentivá-las cada vez mais em todos os aspectos de nossa vida em comunidade.
A voz do Povo ganhou mais um aliado e temos que ser inteligentes, nos unirmos para garantirmos que nossos direitos sejam respeitados e nossas justas vontades satisfeitas.
Afinal o Estado é o Povo, os Governantes são meros Gerentes de nossas aspirações.
Por isso conclamo a todos nos unirmos nesta corrente do bem, do bem para nós, nossos entes queridos e a sociedade em geral.
Como dizia o outro, “O POVO UNIDO JAMAIS SERÁ VENCIDO”.

People are used to link public-private partnerships with major infrastructure works such as roads, airports, hospitals and many other sectors where the state has difficulties providing the necessary actions to develop the country and improving the quality of your life people.
But in my opinion PPPs have a much broader scope.
It's all the action where public entities, private and society come together to solve a problem or situation that aims to improve the lives on a street, neighborhood, city or country.
In this increasingly globalized world social networks are gaining a force never before imagined and are effective tools that society has to expose their problems and demand solutions to them in all spheres, whether public or private.
They are so important to help elect our representatives in all positions of power, creating myths of the day or night to destroy them, boost sales of companies or exposing their shortcomings leading them to fix the problem, the options are endless use for this wonderful way to bring together the people, thoughts, ideas, needs for the good of society.
I speak of the good side of these networks, they can also be used for evil society movements, but this is not the focus I'm talking about, I am describing the good that should be highlighted and encouraged.
I propose POPULAR PUBLIC PARTNERSHIP (PPP), and it was this form of Public-Private Partnership?
It would be one where civil society would use these tools to pressure the public and private entities to comply with its obligations and meet quickly, efficiently and effectively the demands of the population, whatever they are, exposing the public authorities, with twittassos, and Blogassos assos all available.
Examples of this practice are increasing every day, in Recife in the last two months that I consider relevant to describe them.
The first happened in the weeks of heavy rains in our town that has become a complete chaos, people was angry with the situation and began complaining on Twitter, Facebook, showing the problems, helping each find the best diamonds paths and mainly complaining vehemently of our city.
When our managers saw the thing take a huge scale, set to work.
We are far from solving it's problems of mobility, fear until by the time the World Cup, but it was a warning that society will no longer be silent.
Another important factor was the campaign launched "Save the Old Recife" which mobilized thousands of people in social networks against the indifference of City Hall in the last 10 years to this neighborhood so important, economically, tourism, historic and culturally speaking.
The cry was heard and the City is beginning a tentative action for improvement.
There are many utilities of this type of PPP, we just have to encourage them more and more in all aspects of life in our community.
The voice of the people won an ally and we have to be smart, come together to make sure that our rights are respected and our just desires fulfilled.
After the state is the people, the rulers are mere managers of our aspirations.
So I urge you all to join this chain of good, well for us, our loved ones and society in general.
